Logistics is the only one of the seven canonical-story domains that's read-only — no per-domain seal table, no engine sealing rows. Instead, the substrate already carries 16 logistics-relevant discovery games + 5 sovereign scenarios + the Space Hard Moon→Mars composition. The panel makes that inventory visible.

Logistics has no per-domain seal table → no signature_quintet → no NATS subject of its own. Federation is n/a for this domain. The panel is a viewport on the existing constitutional mesh; closure claims would be dishonest because the cell hasn't sealed the math behind those games.
